Text2Teach best practices featured in DILG ICT Forums

The successful implementation of the Text2teach program in the country—as exemplified by the experiences of three local government units from Luzon, Visayas, and Mindanao—was highlighted in three runs of the ICT Forum organized by the Department of Interior and Local Government (DILG) last September.

Recognized both locally and internationally as an innovative education intervention, Text2Teach harnesses mobile technology to deliver engaging multimedia educational materials in English Math, Science, and Values Education. It is implemented by a consortium composed of Microsoft, Globe Telecom, the Department of Education, and Ayala Foundation.

Mayor Oscar Moreno of Cagayan de Oro City spoke about his city’s Text2Teach experience on September 3, while Mayor Patricia Gonzales Alsua on September 16 spoke about how Text2Teach has contributed to Ligao City’s education agenda. Caluya, Antique, Mayor Genevive Lim, through her representative Amor Villacuatro, spoke on September 22 about their Text2Teach experience.

Mayor Moreno spoke about how Text2Teach was implemented in all the public elementary schools in his city, and how it has contributed significant learning gains. He said: “[Text2Teach] is a good opportunity for our children … to learn through technology, and to be taught in accordance with international standards. It gives you an equal footing, the chance to be at par with the rest of the world.”

Meanwhile, Mayor Gonzales Alsua noted that Ligao is the first LGU in the country to have 100 percent Text2Teach coverage. “When we invest in education, we look for innovation—not only in technology, but in approaches and mechanisms that fit the need of the city,” she said.

As for Caluya, Antique, the LGU emphasized that their commitment to improving learning gains remained unwavering, even when they experienced the devastation brought by Typhoon Yolanda in 2013.

Launched in 2003, Text2Teach is present 1,211 schools from 78 cities and municipalities all over the country, and has reached over 300,000 grade 5 students.
